These ten films might not be on every “top 10” list, but they hold a mirror to his creative soul; a man who, despite superstardom, never stopped being an actor first. See Also: Mohanlal’s Thudarum Hits ₹100 Crore Milestone, Continues To Break Records。会上，区发展和改革局相关负责人就聚焦推进经济运行和发展，努力在项目建设上实现重大突破的重点任务和具体举措作了情况说明。         　　今年是实施全面振兴新突破三年行动的攻坚之年。龙港区全区经济运行总体呈现企稳回升、持续向好的良好态势。2024年一季度，龙港区地区生产总值（GDP）37.5亿元，同比增长3.6%；社零额完成24.9亿元，增长7%。         　　为着力推动全面振兴新突破三年行动，区发展和改革局将全力推动项目建设，持续强化“项目为王”，加大资金争取力度，关注重点项目建设，努力夯实高质量发展根基；将做好重点项目服务保障，做好优质企业培育发展，优化产业结构升级；将完善项目跟踪体制机制，全力助推招商引资。区发展和改革局将紧跟省、市、区全面振兴新突破三年行动部署要求，聚焦三年行动方案确定的目标任务，发挥优势、抢抓机遇、破题开路，为全区高质量发展贡献发改力量。         　　2024年，龙港区列入市级“百日攻坚”项目30个，计划总投资197.34亿元。龙港区任务目标完成率86.7%，超额完成市政府确定的65%办结率攻坚指标任务。         　　区发展和改革局按照市“百日攻坚”工作要求，结合龙港区实际，在工作实践中建立了“一个项目，一套档案，一个图表，一个专班、一日一调、一体推进”的“六个一”工作机制，强力推进前期手续办理。同时，开启运用档案化管理模式、一体化调度模式、专班化推进模式、实战化宣传模式的“四化”工作模式，把“百日攻坚”工作做实做细。         　　2024年，龙港区计划实施500万元以上重点项目87个。其中，新建项目50个，续建项目37个，计划总投资318.98亿元；亿元以上项目38个，计划总投资307.36亿元，亿元以下项目49个，计划总投资11.62亿元。         　　针对项目发展，区发展和改革局采取一系列举措进一步完善项目推进机制，强化用地、资金等保障。进一步做大存量，做优增量，夯实项目基础，增强发展后劲。

三 |          　　坚持树牢“项目为王”理念，加强项目谋划储备。第一产业方面，重点围绕中小河流、土地污染治理、农村环境整治等方面谋划项目；第二产业方面，重点围绕有色金属、精细化工、军民融合等开展产业分析并谋划项目；第三产业方面，重点围绕文旅、健康养老、汽车商贸等开展产业研究并谋划项目；基础设施方面，重点围绕海绵城市、教育、交通等领域谋划项目。建立完善重点项目库和项目储备库，专人负责动态调整。

四 | 及时更新项目库，将成熟项目列入重点项目库，对不成熟的项目及时调整，对于确实难以实施的项目及时进行替换，不断提高项目开复工率。         　　全力推进项目建设，深入实施“百日攻坚”专项行动。重点围绕立项、环评、用能、用地、用电、规划、资金等方面开展攻坚。部门提前介入，实行“主动办”；探索容缺承诺受理等服务机制，开展“创新办”；倒排工期制定项目推进“鱼骨图”，实行“限时办”，形成合力破解难题，加快推进项目建设。         　　打造最优的营商环境。围绕项目建设需求，积极帮助企业解决前期手续、人才、资金、土地等要素制约，监督和协调重大项目、重点投资的全过程，按照前期工作、争取开工、加快建设、竣工投产的项目管理四环节，搞好协调服务，加快建设进度，确保工程质量。
